New Psychoactive Substance 'Legal Highs' Debate - Does Legal Mean Safe?

On 13th January 2016, Solve It hosted a debate just prior to the release of the New Psychoactive Substance Bill due in April 2016. The panel debated the bill and raised subsequent issues of criminality and health relating to the people of Northamptonshire and also the wider national community. The Panel consisted of (from left to right) Professor Rudi Forston - QC, Jolene Watson - Solve It, Chloe Henbury - Solve It volunteer, Kevin Shapland - Host, Chief Constable Simon Edens - Northants Police, David Loyd Hearn - NHS and Tracy Carr - Public Health England. 

This video takes the whole evening and shortens it to an 18 minute edit of key points. New Psychoactive Substances are having an impact in the county, and there is concern that where places have carried out public awareness campaigns, usage has increased.
